Doctorate in Law and MA in European Union law from the University Carlos III of Madrid, where he was also lecturer in International Law from 1992 to 2004. Former Ramon y Cajal researcher at the Ministry of the Presidency of the Spanish Government from 2004 to 2008, Senior Fellow at FRIDE (2004-2006) and Director of the Conflict Prevention and Resolution Programme at the Toledo International Centre for Peace, CITpax (2006-2008). Since 2008, he has been a research fellow with the EU Institute for Security Studies, dealing with the EU contribution to multilateralism and in particular to the international security system, EU-Asia relations with a focus on India, and international responses to conflict situations such as that of Afghanistan.

José Luis Terrero holds a Bachelor of Laws and is currently a PhD candidate. He has been both a Magistrate and a Specialist Magistrate in Administrative Law before his current position serving on the Spanish Special National Court (Administrative Chamber). In addition he has acted as a Legal Advisor to the Studies and Reports Committee of the Spanish General Council of the Judiciary, and served as Associate-Professor at the Universities Complutense of Madrid and Las Palmas de Gran Canaria, Lecturer at the Spanish and French Judicial Schools, and member of panels for the selection of new candidates for the Spanish Judiciary. Recently he has been Secretary of the Seminar for the Supreme Court Presidents of South America, Portugal and Philippines, and Consultant and Manager of the international legal program for cooperation between the Spanish General Council of the Judiciary and the Supreme Court of Arbitration of Russia.
